The history of the Trumbull County Jail dates back to the earliest days of Trumbull County. When the county was established in 1800, three years before Ohio achieved statehood, a temporary jail was constructed approximately two blocks south of the present facility. After that jail was destroyed by fire, the current site was selected on November 23, 1815.
Over the years, the jail has evolved to meet the changing needs of the community. The current Trumbull County Jail complex was completed in 1997, replacing the previous facility built in 1966. The complex includes a seven-story Full-Service Jail and a two-story Minimum-Security Jail.
The Trumbull County Jail operates in accordance with the Ohio Administrative Code and is subject to inspection and review by the Ohio Department of Rehabilitation and Correction, Bureau of Adult Detention. The facility remains committed to maintaining safe, secure, and professional operations while meeting applicable state jail standards.
Facility Improvements and Technology
The Trumbull County Jail continues to invest in improvements that enhance the safety, security, and overall operation of the facility. During the past year, the jail’s heating system was replaced to improve the reliability and efficiency of this critical building system. In addition, grant funding has been secured for the installation of a new roof, representing another significant investment in the long-term maintenance of the facility.
The jail also utilizes technology to improve communication between inmates and their families. All inmates have access to video visitation, allowing them to maintain contact with family members and other approved visitors while supporting the safety and security of the facility.
Inmate Programming and Rehabilitation
In addition to maintaining the safety and security of the facility, the Trumbull County Jail has placed an increased emphasis on providing inmates with opportunities for treatment, education, personal development, and successful reentry into the community.
A variety of programs and services have been introduced to address substance use, education, behavioral health, family relationships, employment readiness, and other needs that may contribute to an individual’s involvement in the criminal justice system. All inmate programming is supported through opioid settlement funds, grant funding, or other outside funding sources. These funding opportunities allow the jail to provide valuable treatment, educational, recovery, and reentry services without relying solely on traditional county operating funds.
The Trumbull County Jail has also launched the IGNITE Program — Inmate Growth Naturally and Intentionally Through Education. IGNITE is a national initiative developed through the National Sheriffs’ Association that emphasizes education, personal growth, job readiness, accountability, and preparation for life after incarceration. Through IGNITE, inmates are encouraged to use their time in custody productively by participating in educational and rehabilitative opportunities, developing practical skills, setting achievable goals, and preparing for successful reentry into the community.
Programs and services include:
- IGNITE Program providing a structured approach to education, personal growth, workforce readiness, goal setting, and preparation for successful reentry.
- Medication-Assisted Treatment (MAT) for eligible inmates experiencing opioid and substance use disorders.
- GED Preparation and Testing to provide inmates with an opportunity to continue their education and obtain a high school equivalency credential.
- Peer Support Services that connect inmates with trained recovery support professionals who can assist with recovery planning, encouragement, and connections to community resources.
- Chaplaincy and Faith-Based Programming providing spiritual support, counseling, Bible study, and other voluntary religious services.
- Anger Management Programs designed to help participants recognize triggers, improve decision-making, and develop healthier methods of responding to conflict.
- Parenting Programs focused on strengthening parenting skills, family relationships, communication, and responsible decision-making.
- Substance Abuse and Recovery Programming designed to provide education, relapse-prevention skills, and support for individuals working toward recovery.
- Life Skills and Educational Programs that promote personal responsibility, problem-solving, communication, employment readiness, and preparation for successful reentry.
These programs, along with additional educational, recovery, and support services, are intended to provide inmates with meaningful opportunities to address the issues that contributed to their incarceration and better prepare them for their return to the community. The implementation of IGNITE further strengthens this effort by bringing many of these educational, treatment, and reentry initiatives together under a broader philosophy focused on changing lives through education, opportunity, accountability, and purpose.
The Trumbull County Jail will continue working with community organizations, treatment providers, educational partners, volunteers, and funding partners to expand programming, improve the facility, and provide services that promote recovery, education, accountability, family connections, employment readiness, and successful reentry while maintaining the safety and security of the jail.
