Who We Are...

The Trumbull County Planning Commission’s unified, high performance team of professional staff members and experienced Board Members promote well-planned growth that is supported by the principles of sustainable planning and zoning, economic vitality, environmental responsibility and social equity.

The Planning Commission serves as community advisors for land use planning practices and advocates for sound growth management. Because the Planning Commission is involved in a wide range of activities with a number of partners, it plays a very important coordinating role in community development issues and projects.

The Planning Commission’s powers and duties per Ohio Revised Code include, but are not limited to, making studies, maps, plans, recommendations and reports concerning the physical, environmental, social, economic and governmental characteristics, functions, services and other aspects of planning, in order to achieve compatibility throughout the County.

The Planning Commission is also responsible for Subdivision Regulation Administration, Floodplain Administration, Community Development Block Grant, CDBG Fair Housing Administration, HUD HOME Program Administration, Community Housing Impact and Preservation (CHIP) Program Administration, CDBG Economic Development Program Administration, Revolving Loan Fund (RLF) Administration, Enterprise Zone Management, Community Reinvestment Area (CRA) Establishment and Management, Zoning Recommendations, Zoning Maps, GIS Mapping, grant administration, community engagement, community surveys, demographic information and comprehensive planning.

The Planning Commission has completed plans for the majority of townships, villages, cities and Trumbull County. Working with the Planning Commission assures that there is consistency maintained throughout the planning process and that the community’s zoning code is in accordance with their comprehensive plan.

Our Mission...

The Trumbull County Planning Commission is an organization founded to guide the unincorporated areas of Trumbull County as a planning and decision-making resource. Agency staff provides the county and its municipalities, regional agencies, and not-for-profit corporations with such services as:

Acting from the county seat in the City of Warren, we at the Trumbull County Planning Commission continue our efforts to revitalize and encourage strategic growth for our existing clients and look forward to extending that same enthusiasm to those still in need of a helping hand.


Members of the Commission...

The members of the Board consist of Trumbull County's three County Commissioners and eight additional members who are appointed at their discretion.

The Board meets at 9:00 A.M. on the second Tuesday of every month, in the Planning Commission's conference room. The minutes for past meetings may be found here.

In accordance with Section 713.22 (B)(2) of the Ohio Revised Code, the Trumbull County Planning Commission consists of eleven (11) members, three (3) Trumbull County Board of County Commissioners and eight (8) citizens of the County, appointed by the Board of County Commissioners. One (1) of the appointees is a resident of a limited home rule township (Liberty or Howland), recommended by the limited home rule township. One (1) is a resident of the municipal corporation with the largest population contained within the portion of the municipal corporation located in the county (Warren), recommended by that municipal corporation. The remaining six (6) appointees shall be residents of the county, selected at the discretion of the Board of County Commissioners.

Trumbull County will provide a sign language or language interpreter upon request for all persons with auditory disabilities or for those unable to speak English; accommodations will be made available as requested for public meetings and appointments made with county offices.

Translation of information brochures, applications, and any other public document into the primary language of a person unable to read English is available upon request.

For persons with visual impairments - Braille translations, large print versions, and audio recordings of information brochures, applications, and public documents can be made upon request for any program administered by Trumbull County.
