Who We Are……
The Trumbull County Planning Commission performs several important functions, benefiting the entire population of Trumbull County, numbering over 200,000 residents. The statutory duties of the County Planning Commission are vast and detailed in Ohio Revised Code Sections 711 and 713 and include but are not limited to making studies, maps, plans, recommendations and reports concerning the physical, environmental, social, economic, and governmental characteristics, functions, services, and other aspects of planning, to achieve compatibility throughout the County. In addition, staff assist the Board of Commissioners with fulfilling the required Planning Commission Member vacancies providing advertisement templates, ranking tools, applications, dates of service and more.
The Planning Commission has served as the main point of contact for the decennial census for the last thirty years or longer and performs several functions including assistance with data collection, verification of population and housing counts, identification of Census Designated Places, elimination and/or addition of census tracts and/or block groups, public outreach, and advocacy. In between active decennial census periods staff routinely fulfills requests for census data received by the public, other public officials, non-profits, business partners and more on a regular basis.
Throughout the year hundreds of plats, replats, deed reviews, deed variance requests, review of road vacation requests, zoning map amendment review requests and zoning resolution text amendments are processed for the 24 townships. The staff also provides technical feedback and assistance to the cities and villages on a regular basis upon request. Staff coordinate with title attorneys, surveyors, engineers, public officials, and the residents daily to ensure that the process is streamlined and easy to navigate. Staff provide GIS and mapping services to the public and are working on completing a countywide zoning map that is accurate and accessible online.
Staff serve as the floodplain administrator on behalf of the Board of Trumbull County Commissioners, the responsible entity under ORC 307.37 & 307.85 for floodplain administration. Staff respond to floodplain inquiries, conduct research, interpret the Special Purpose Flood Damage Reduction Resolution and the Flood Insurance Study (FIS) for Trumbull County enabling Trumbull County and its residents and businesses to maintain participation in the National Flood Insurance Program. Staff coordinate with homeowners, consulting engineers, the floodplain variance board, FEMA, ODNR and other public agencies and entities to address ongoing violations and those inherited from issues originating over thirty years ago. Personnel coordinate and conduct permitting and site visits alongside the Chief Building Official. In addition to these tasks, Staff apply for grant funding to address floodplain issues and coordinates Floodplain Variance Board meetings as needed, provides all necessary research and documents to the Board for their decision-making process, and assists the Board of Commissioner’s in filling Board vacancies.
Staff serve as the Enterprise Zone designated point of contact and is responsible for administration of the State program at the local level. Staff also serve as the designated Office of Economic Development. Staff coordinates and convenes the Tax Incentive Review Council, a requirement for any community that has active tax incentive agreements (CRA, EZ, TIF). Duties involve coordination and filing reports with the State Auditor, Ohio Department of Development, Board of Trumbull County Commissioner’s, Trumbull County Auditor’s Office, 13 affected school districts, 12 affected communities and 23 businesses. Staff administer seven (7) active CRA Agreements in coordination with Warren City, Liberty & Brookfield Townships (Lordstown and Niles are not under contract with this office). Staff, upon request, administers the Tax Increment Financing Program on behalf of the Board of Trumbull County Commissioners.
Staff prepare and submit grant applications on behalf of the Board of Trumbull County Commissioners for projects that benefit the various townships, cities, villages, and other community stakeholders throughout the County. Staff provide grant administration services including prevailing wage coordination, labor standards reporting, and serve as the Fair Housing point of contact for Trumbull County. Approximately seventy-five projects have been completed over the past 5 years, benefiting tens of thousands of people.
